Ronald G. Forsythe, Jr, PhD
Chief Executive Officer
Dr. Forsythe is the President and Chief Executive Officer (CEO) for Quality Health Strategies and is the CEO of its subsidiaries—Delmarva Foundation, Health Integrity, and the Quality Health Foundation. He has an extensive background in management, resource development, innovation, analytics, and risk management. In addition, Dr. Forsythe currently serves on the Board of Directors for Chesapeake Utilities (NYSE:CPK) and on the regional advisory board for BBT (NYSE:BBT).
Prior to joining QHS, Dr. Forsythe served as the Vice President for Technology and Commercialization at the University of Maryland Eastern Shore. In this capacity, he made substantial contributions towards raising the profile of the organization as a regional economic powerhouse. His support for new innovations in health care, aerospace, renewable energy, unmanned aerial systems, and sustainable agriculture spurred unprecedented regional high-tech business development and job creation.
Dr. Forsythe earned his Bachelor of Chemical Engineering degree from the University of Delaware and earned both his masters and doctoral degrees in Chemical Engineering from the University of Maryland.
Rebecca Combs, MBA
Chief Financial Officer
As Chief Financial Officer of QHS, Ms. Combs oversees the financial management business process serving QHS and the subsidiary companies—Delmarva Foundation, Health Integrity, and Quality Health Foundation. She has extensive experience in planning and disciplined execution within the defense sector ensuring that efforts are appropriately resourced and effectively managed. Her early experience in financial management of programs and accounting processes provided the strong foundation to effectively lead high performing organizational teams.
Prior to joining QHS, she was Senior Director of Financial Planning and Analysis at Engility (formerly L3 Communications) and, prior to that, Finance Director at The Patuxent Partnership. Ms. Combs has held the position of Chief Financial Officer at Coherent Systems International Corp and Financial Operations Manager at Northrop Grumman PRB Systems.
Ms. Combs earned her Master of Business Administration from the Florida Institute of Technology and her Bachelor of Science degree in Accounting from Kansas State University.
Deborah Keller, MA
Vice President, Human Resources
Ms. Deborah A. Keller is responsible for the leadership of human resources in accordance with the company’s strategic direction and goals. She creates and oversees programs, services, and policies to achieve operational objectives for Quality Health Strategies human resource needs. Ms. Keller has extensive experience in human resource management, most recently at Strayer Education (parent company of Strayer University), a 5,000 employee, $700 million, for-profit provider of post-secondary education awarding associate through master’s degrees at 90 campuses in 22 states as well as globally online. Prior to that, she was Senior Vice President of Human Resources for Suburban Hospital Healthcare Systems, Vice President of Human Resources for Nextel Communications, and Vice President of Human Resources for a variety of businesses at General Electric.
Ms. Keller earned her master’s in personnel administration from Michigan State University and has an undergraduate degree in individual and family studies from Pennsylvania State University.
Thomas S. Hutchinson, MBA
Vice President, Strategic Initiatives
As Vice President of Strategic Initiatives, Mr. Hutchinson provides program leadership, strategic planning, and implementation support for key organizational initiatives. He has more than 23 years of experience leading health care business analytic and research organizations through fast-paced growth and rapid change.
Prior to joining QHS, Mr. Hutchinson has held various senior leadership positions with responsibilities in revenue growth, marketing, client retention, business development, and project management. As Senior Vice President of iVantage Health Analytics, he was recruited to rebrand the company and create a growth strategy when the company was formed after the merger of four separate health care analytic companies. Previously, he served as Vice President of HealthStream for ten years where he led the sales, marketing and business development teams of the research division. His career in health care analytics began in 1992 at HCIA (now Truven Health Analytics) where he held various leadership positions during his eight year tenure.
Mr. Hutchinson holds a Master of Business Administration from Loyola University in Maryland and a Bachelor of Science in Computer Science from Dickinson College.
